Are you suggesting that if a defender finds himself in a position where he has only two choices: 1) perform an illegal dangerous maneuver potentially injuring the ball carrier 2) letting the ball carrier get away, he should pick option 1?

100% a penalty. 100% impressive and entertaining.
Obviously that second part is only due to there not being an injury on the tackle.
