What's a post quality and quantity check?

I had a red circled exclamation point with post quality and quantity check pop up after posting? What can it mean?

I'm pretty sure it's a trigger to have the mods review your post history whenever you post too often in a short span of time.
It was probably intended to stop trolls and alt accounts from going haywire and flooding the board but a lot of times on posters get caught up in it and get a ban anyway.
