As I said, I don't agree with what she's saying but I understand the idea behind it. If you have, let's say, a football team. Everyone on the team is a stud except for a couple of people who aren't performing for whatever reason. If you know the performers are going to continue to perform it makes sense to spend time and resources "coaching up" the under-performers.

Having said that, this isn't a "team" and government doesn't work this way. What will actually happen is the good areas will slide, the bad areas will improve marginally, and we're left with a decidedly average city.

I would liken it to a sales company. Half the company brings in the majority of the income, the other half is lower performers and admin staff on overhead. In a decision to make things fair, the CEO decides to, in order to make sure everyone is getting fair treatment financially, take away bonus programs and financial and health benefits for the top half of the office and gives all those proceeds to the bottom half. If you were in that top half, would you stay at that company?

It doesn't work that way, you spend time coaching up your best players because they have higher ceilings. Coaching untalented players does very little in comparison.

In my example I clearly said "under-performing" not "untalented". There's a massive difference.

Well the last part is certainly true considering her district she reps
