So I do photography and was looking to get my DBA today, I would be able to go to the EBR Parish COC to get this correct?

Downtown Main Office (City Hall)
222 St. Louis Street
Baton Rouge, LA 70802

Also how much $$ is this, and would I be able to get it I had a Texas DL?

its $10 in texas. I'd recommend an LLC if there is any chance of a lawsuit or bankruptcy but photography doesn't sound too high risk, but an LLC cost significantly more.

I believe you have to register your dba with the Secretary of State, not the Clerk of Court. They will do a name check to make certain that the name you want is not already in use in Louisiana.

assuming the business is located in EBR Parish, yes.

create an assume name form, have it notarized. File it with clerk of court, it's like $25.

I created the assume name form for you:

There are actually a good number of services provided by the Louisiana Secretary of State's office.

You have to register your business name through them.

I would strongly recommend you consider organizing as an LLC. A little investment now can go a long way later. Not just for liability, but for taxes, financing, etc. Any person doing business as a sole proprietor - in the current environment is gambling with everything he or she values. I wish I was exaggerating.
