There's a conflict of policy vs. law in this situation. You may be within the law to leave it loaded in your vehicle but you would risk expulsion.
As for non-firearm free zones, yes it is legal, open or concealed in your vehicle.

Just to clarify, is this true without a concealed permit?
Also, does having window tint affect the legality of concealing a weapon without a permit? You can't see through my front driver and passenger windows at all.

In Louisiana you can conceal it, have it out, whatever. If I remember correctly from my CCW class, you can actually have it concealed ON you, but as soon as you were asked to step out of the car, it would be illegal without a permit. The laws for your vehicle are pretty much the same as if you were in your house. I would always inform a police officer if you have a gun. They really don't care if you aren't doing anything else illegal.
