What is deemed inappropriate in an Avi pic? And why is this one inappropriate?

The message said that my Avi was inappropriate. I see much worse all the time. Can someone explain what was inappropriate about it?

My point is the model is fully covered. There's no inappropriate parts showing.

Eh...it was Mr. Bean's daughter. Totally unexpected, so I thought it was worthwhile. I guess since there's no actual explanation, I'll learn to live without it..haha.
