Didn't a lot of the other conferences cry foul years ago because a lot of the Southern schools had an infrastructure in place that allowed them to practice mostly year round and just about all the large programs had dorms strictly for football? I am certain it was a long time ago, however it seems that these rules are loosening restraints on the haves in the cases of "haves and have nots" again. If a school has a large operating budget, the only thing that can then restrict a school are the amount of schollies available.
