I agree that its stupid as shite. Growing up I did not have my 9mm carbine. I did have a 9mm Ruger that my dad let me play with at the camp since I was knee high to a grasshopper. When I turned 16 I had to start buying ammo myself and no matter how hard I tried to convince them that it was for a carbine they wouldn't sell it to me. I tried many a places too, trust me. Some places may, but none that I found.

Funny thing is my only pistol I bought when I was 21 is a .22 revolver, and I've been buying .22LR with no trouble since 18
