One thing of note that I've picked up recently from reading about JUCO recruiting is that a lot of times, evals on guys are done very quietly. A coach will go in and talk with a kid and his coach, and then ask that it not get publicized so that no other coaches will know who they're after.
I think that's one of the reasons the rating sites always lag in rating JUCO kids, and why you see JC guys with zero or two stars end up signing with major schools sometimes.
