Not sure, but you probably need to unify the mercs under aria before you can go to omega.
I received an email from aria telling me to meet one of her guys at a dockin area on the citadel. It should be an area you can select when you travel to the citadel.

I've heard it is really good and you get to see a lot of Omega. Currently don't have time to play it, but when I do I'll likely look into getting it.
