It would be a travel because his pivot foot leaves the ground before he starts dribbling.

The video moves too fast for my eyes to truly tell which comes first. But, I'm pretty sure in today's NBA this would pass.

Yeah, no ref would call that a travel. It certainly isn't a double-dribble.
