I'm not getting paid for a local crisis and a day sitting on my butt watching the wind and rain....

Only if they expect or require for you to work during the emergency.

I worked 36 hours straight and was fed, was given a generator + free gas and access to window units.

We paid everyone their scheduled hours.

After Katrina Company took very good care of employees and then created a non profit organization that employees could donate to or donate sick leave, vac etc so in the future fellow employees with other disasters would be care for
