Brees' Franchise Tag Arbitration Ruling Expected In One Week

According to CBS sports, the arbitrator will have his result in the franchise tag scenario in a week.
Will Brees be able to count this as his second time being franchised or will it only count as his first with the saints?
I think franchise tags will be counted per team and not total times franchised by any team.
Thoughts?

John Clayton said on Sportscenter yesterday that once this is decided, Brees shoudn't be signed long after. Take it with a grain of salt b/c we all won't believe anything until he's ACTUALLY signed.

But, but, but.....I heard from a waiter at a restaurant that his buddy knows a Saints employee that talked to Roman Harper on a plane with snakes that said the deal is done, its just sitting there so Drew can talk to Payton until the last minutes.

I honestly hope they just rule it would be the 3rd time. I feel like the Saints would contribute to not budge if Brees won.

Drew Brees, New Orleans Saints Contract Negotiations
Every fan of the New Orleans Saints is anxious for the team to finally reach a long-term deal with quarterback Drew Brees–who was hit with the franchise tag during the offseason. Considering everything the quarterback has done for the organization over the last couple of years, it would seem wise for them to give Brees the type of money he wants–so what’s taking so long?
For starters, one of the main reasons why this deal is taking so long is because of other offseason distractions–with the main one being the organization dealing with all of the allegations surrounding the bounty hunting scandal. With all of this going on, it’s difficult for the team to organize 100 percent of their time sitting down with Brees and discussing a new deal–so it’s taking a little longer than expected.
Either way, it should only be a little bit longer before the two sides at least agree on something considering the deadline for a deal is July 16. Brees made it clear this week that he would never sit out part of the season to holdout for money–so a deal is likely to happen over the next couple of weeks.
