Lamar Jackson and the Falcons

Lamar gets the non-exclusive franchise tag from the Ravens. So, he can pursue other teams at the price of 2 first round picks, and the Ravens can match any offer.
He wants a Deshaun Watson-type contract. He fits the Atlanta offensive scheme.
The Falcons were willing to part with the picks for Watson, but not the fully guaranteed contract.
Would they be willing to give Lamar Jackson the deal they wouldn't give Watson? Or at least be willing to give him more than the $32.5 million he will get from Baltimore as a tagged player? Would they give 2 first rounders for him?
What are the chances y'all think? I'd say at least 20% chance the Falcons attempt to sign him and force the Ravens to match.

In that case Baltimore would match. The only thing they don't match is a Deshaun Watson deal.
