Windows 10 Update download error 0x80070002

OS - Windows 10 Home (x64) Version 2009 (build 19042.1083)
PC - Dell Inc. Inspiron 13-7368 laptop
Neither of the last 2 Windows updates (below) will download. I get the download error 0x80070002
Severity Description (click to see security bulletin)
Important Microsoft security update (KB2538243)
Critical Microsoft security update (KB5008212)
Searches yield a myriad of options and i hate to choose the wrong one that makes things worse.
Appreciate recommendations.

These are the steps I usually follow:
1. On the Windows desktop, press Start, and when the menu opens up,
2. Press Run, and input the following command “services.msc”
3. In the Run box, type "services.msc", and press "Enter".
4. This will open the "Local Services" window.
5. In the Local Services window find the name “Automatic Updates” and right click.
6. On right click, scroll down and press “Stop”. This will cause the Automatic Updates to pause to correct the situation. Do not close the Local Services window.
At this point you can go to the "Software Distribution" folder and delete its contents, or give the folder another name. It is advised that you just rename the folder,
7. To do this go to the Windows desktop and press “Start” then press “Run” when the menu opens.
8. Input the “cmd” command into Run, and the computer will take you to the DOS prompt.
9. At the DOS prompt type in this command “cd %windir%” (without the quotes), and press Enter.
10. You should now be in the Windows directory.
11. At the Windows directory, input “ren SoftwareDistribution SoftDisTemp” and hit "Enter". This will rename the Software Distribution folder to the new name of SoftDisTemp.
12. Type "Exit" and hit "Enter" to close the DOS window.
13. Now go to the "Local Services" window and right click "Automatic Updates" to restart it.
14. Try updating Windows files again.

But even when logged in as "administrator", when i tried to rename the SoftwareDistribution folder, I got "access denied".
This is my personal computer so i have my "regular" account then the "administrator" account...

When is your last system restore point? You could roll back your system to a point before this latest round of updates, then try running the updates again and it should grab the latest ones. Maybe a system file got corrupted or something.
Or you could try to go to the Microsoft Update Catalog and search for the updates you need, and download them manually.

I tried to download manually but got a "can't be downloaded securely" message.
Turned off my anti-virus thinking that was the issue as well...

I think (though I rarely see Home, so could be mistaken) that it has a tendency to lock down things way more. Getting access to those folders might be problematic if you're not comfortable or experienced in working on PCs like this.
I hope this doesn't sound condescending, but do you have a friend or family member in IT who might be more comfortable rooting around?

don't worry about sounding condescending.... lol.
I may go that route - i have a BIL that is pretty savvy.
My fear is screwing up and not being able to undo unknown damage lol

Its been awhile since these steps were part of my frequent routine, but think you need to also STOP the WMI service…but generally when updates start failing this was the general approach to delete SoftwareDistribution folder
