I can get on board that this is a common problem. If it is then Developers need to properly account for it in their HOA dues and budgets prior to turning it all over to the homeowners who have zero clue what they are inheriting.

I know in EBR developers must submit a drainage impact study. It will typically show impacts to discharge volumes, adjacent watersheds, and water quality. As part of the DIS, a maintenance regime is supposed to be submitted and followed. Two issues are that A) DPW rubber stamps these things based on hydraulic calculations and nothing else, and B) there is no enforcement of the maintenance requirements after the stormwater infrastructure is approved.

I know here in Nashville the stormwater department employees do inspections on all stormwater facilities every five years. We just had one at my shop earlier this year. EBR, and really anywhere in SELA, does not do this.
