There ya go. White neighborhoods and citizens get the white cops and black neighborhood and citizens get the social workers.

If a white cop shows up and it's a disturbance caused by black citizens, then he is not allowed to get out of his car or approach the mayhem. He must immediately call a social worker and drive away ASAP.
