Probably cause their parents aren’t much older than kids themselves and likely behave like animals as well. Cause someone didn’t want to be accused of racism for telling them to behave.

And this is why things will never change. Those in power will never acknowledge that blacks and black culture are the root of the problem. Instead they will continue to point to "systemic racism" which isn't there, and it all continues. They are trying to treat what they want to be the cause and not the actual underlying disease itself. Anything to continue the victim role.
