I think Jordan has always known about how apologies are received, but he learned how anything closely resembling an apology will be used after the Cathy Newman interview.

Newman claimed that his "followers" threatened her. Jordan commented that anyone making such a threat should stop.

Newman and others then used this admonishment against unknown actors as evidence that there were threats in the first place.

He would later clearly articulate that just because someone claiming to be a victim brings in security risk assessment team does not mean there was, in fact, a risk.
