Lake Charles wasn’t the target, it was Westlake. At that time Olin Chemicals owned the plant that was bought by Arch Chemical and now is owned by Lonza. They were one of I believe two at the time then for a while the only manufacturer of hydrazine in the U.S. Hydrazine is used in the manufacturing of rocket fuels.
