So the OP's article and your quoted article are both actually true at the same time. The information in your quoted article actually supports the OP - that Texas had to look elsewhere for energy to "minimize an increase in emissions."
The problem is that no one should be giving a frick about emissions during a natural disaster.
Finally - Politifact is not an unbiased fact checker by any stretch of the imagination.

TX can’t have it both ways. They chose to have a stand alone grid to skirt federal regulations.
If they had been part of the national grid, like LA or OK, they would not have had these issues bc they could get power from other areas.
They were also warned 10 years ago to winterize their equipment and they chose not to.
Now they want to blame the federal govt & taxpayers for not bailing them out. BS.
They didn’t want the federal govt regulating their utilities, so they privatized. Now they want the federal govt to save their arse for their decisions.
I thought Republicans were the party of small govt and personal responsibility. And don’t Republicans hate socialism? Or is it ok when they want to socialize their losses and have the taxpayers bail them out.
You know if this exact scenario happened in CA, every one of you Rs would say “tough shite” - not the job of the feds or the tax payers to bail you out. Pull yourself up by your boot straps and deal with it
