Without a doubt in my mind, he is:
1. Making (not earning) an easy paycheck;
2. Leveraging his position to have DC insiders kiss his arse everywhere he goes;
3. Using the investigation budget as a piggy bank for travel, high $$ dinners, and resort hotel stays.

That’s it. It must be nice to be a swamp rat. In an age when pride and integrity are the punchlines of political jokes, it’s a comfortable living.
