Because there's so many of them. The Capitol has Cell Phone hubs as part of its system, for security reasons, and every person's phone ping'ed those hubs and got recorded. They just have an overwhelming amount of people to pick up.

So are you OK with them arresting everyone that attended the rally?
Even people who did not "break" into the Capitol building? What about people who simply walked through the door? That's OK with you?
