The NCAA also needs to give teams a recovery option to counteract the negative effects of the portal. For example, for every player a team loses to the portal, they should be able to bring in a guy to replace that scholarship through the portal, grad transfer or FCS without any impact on recruiting.
The portal is all fine and good, but it can put a team in a real hole if you can’t recruit more than 25 in a class.

A lot of the players in the portal were forced there. This would just give coaches more incentive to get rid of players, since they could then replace them with no penalty.
