No, he can't legally make a personal profit from leftover campaign donations. If he's got unspent campaign funds after the election is over then he can donate it to charity, donate to other political campaigns, or keep it to use for another campaign if he plans to run for office again.


ETA: The way candidates pocket campaign money for personal use is by having friends/family who are on the campaign payroll for high dollar consulting or other campaign services. Like what Ilhan Omar was being accused of doing in hiring her new husband's consulting firm.
