Those states are the entities actually participating in the election of the President. Individuals do not vote for POTUS. You vote for a particular party’s electors for your state, and the electors with the most votes are certified by your state government to cast their EV’s according to the laws of the state. That is why the state gets to set up its election however it wants.

States can have their electors vote however they want. There is nothing in the Constitution requiring a state to give their EV’s to the candidate winning the popular vote in their state.

Well that's false. Not all states have a binding law saying an elector has to vote according to the voter's wishes.

Anyway, I guess you missed this part of my post -
