Kings and lords had the rule.

Pirate captains had the rule.

War chiefs and generals hd the rule.

Slave owners had the rule.


Basically, people in power have always had this rule.


Not every one decreed it, but it's not a new concept.


Egomaniacs usually climb to power. And they look down on those they seem to be beneath them.


That person can decide whether or not to bow to that demand/authority. But if you do, you have to also accept that there will be consequences.


You may be fired(in America) or you may be exiled or executed (in a dictatorship, say China).

If I'm sending someone off to their final eternal adventure, or simply simply showing respect and acknowledgement for a deal I signed,

I will offer direct eye contact along with a firm and sincere gesture that is appropriate to the situation. Refusing eye contact with client is downright disrespectful; they may feel I'm not taking their needs or the situation seriously if I didn't address them directly.

Lots of entertainers have a rule (usually unwritten) that the crew or other low level cast members have to avoid them when the cameras are off. "Don't look into their eyes" is a way of saying "Don't demand their attention".

This is especially prevalent amongst method actors and rags-to-riches musicians whose entire persona is a performance, they can't ever break character publicly.
