Netflix isn’t currently in China. LINK I’m not saying they don’t want to be, but rampant piracy seems to be as big of a concern as the Chinese government. Netflix is the one blocking Chinese access to their service, so I’m not sure Appease China is part of their business model at the moment.

I think we may be overthinking this assuming it’s political. It could be as simple as a disagreement over tone, R vs. PG, or how much CGI vs practical effects.

Given that the sequel series had this scene and Game of Thrones had a very similar violent scene I seriously doubt it. Nick forbid the creators to let Azula kill people on screen, but they had no problem with implying her subordinates deaths off screen by not showing them again. Both series were very much inspired by A Song of Ice and Fire. The creators said that, Star Wars, Miyazaki, Lord of the Rings, and a hatred for Harry Potter were the main influences for the series. They hated the later series so much they vowed to do the exact opposite of everything that series did.
