they have left the people to fend for themselves and are not shocked to find out that people will take care of what they have decided to ignore despite being paid by the people to do that job.
Case in point, look at these district attorneys that openly state that they will not handle theft cases where the value is less than $750.
This leaves a vacuum that ordinary people will fill.

If I saw a guy I knew was trespassing I would probably just call the police.
At most i would maybe follow him while calling the police.
and if i did that I wouldn't try and stop him unless I saw him attempt another crime.

This is a very illogical argument.
You're claiming one of the more important things for the dad/son was to "make sure he doesn't hurt you" and yet there they were standing outside of their truck, 1 of them on the road waiting for Arbery.
So now, making sure they didn't get hurt and "just following him" was not at all their top priority. They wanted to physically confront him, their actions make it so that this is a very reasonable assumption. Otherwise, they would have pursued from the comfort of the inside of the vehicle.
