Japan's secret to CV-19 success?Is it simple as wearing masks and never handshaking?

Nobody really seems to know why They don't do massive testing like SK and they aren't using totalitarian tactics to quarantine and isolate like SK.
They haven't shut down the country as well even though schools are closed. 474 CV deaths but "experts" say there might be an "explosion"
It's as good a theory as any I've heard.

Well I mean if you don’t test for it, you can’t really say it’s a problem. Maybe if we stopped testing for it we could get back to work and back to normal as well.

Masks are the secret, imo. What if there's a chance that everyone wearing masks means we could start back up the country? It has to be worth a try.
It doesn't make any sense why we haven't tried yet, tbh. For some reason spending 6 trillion dollars and kicking off an economic depression is easier?
