My ice maker will not dump ice while the ice bin is in place, there is nothing in the way to stop the ice so does anyone have any ideas why this may be happening? remove the bin and the ice comes out like crazy.

I'm guessing you're talking about inside a fridge with freezer and not some tabletop portable ice maker.
When the bin is inside could it be that it's causing the door to not close fully thus causing the temp to not drop enough?
What about the switch that turns the icemaker on/off?

Sign up with one of those home warranty outfits. Wait a month, then turn in a claim on the ice machine.

no door is tight with bin in place, just won't drop ice.

switch is on soon as I remove the bin it begins to drop ice as normal.

Yes pay $500 to fix this...
Op FYI this a home and garden board for this.
But as said, your bin is blocking something. Most likely the control arm that stops and starts the ice is loose or not aligned correctly and hitting the bin. But it’s likely something very small and an easy fix, just a matter of figuring out what that is.
Try lowering the top shelf and setting the lower. Then trouble shoot from there.
