Isn't college football out of conference schedules typically set years in advance? That makes it much more difficult to have a yearly conference challenge based on record like they do in college basketball.

Yes, but if there was a conference challenge then the spot would be guaranteed which is why they are scheduled so far in advance.

Opening weekend could be reserved for it with say LSU knowing that 2020 they would be home and 2021 they would be away. The matchups could be decided in May or July to ensure proper tiers

I doubt any conference wants to go 1vs1 2vs2 with the SEC as our top 4-5 are always better than any other conference.
