The ONLY way to fix the public school behavior problem is to link any family's welfare benefits to the value of public school education. Any suspension or expulsion from school results in equivalent suspension of welfare benefits.

Zachary doesn't have the demographic issues of Baker, meaning both racial and economic.
While Baker's about 52% black and 46% white, the school system is 96% minority and 89% eligible for free lunches, meaning you get the lowest economic strata of society in those schools.
Zachary's 70% white but the school system is 55% minority (52% black, 45% white) and "only" 46% of students are eligible for free lunch, meaning you get more of a mix of poor and affluent kids rather than concentrated culcha.
The numbers suggest any problem isn't reflected directly in the case of who lives in the area but who lives in the area that has or will have children in the school system.
People will move from elsewhere to Zachary in order to get kids into that school because those schools have been the highest rated in LA for over a decade.
People in Baker with means are either looking to move elsewhere or are sending their kids to private schools in BR. Redemptorist used to be a popular destination for kids in that part of the parish before it closed.

I grew up in Central which was pretty much the same case. Central always had different demographic and income levels than Baker.

Apparently they don’t have Minority to Majority transfers where you live. Good thing EBR does. Now they can wake up at 3:30am, catch 4 buses, and frick up schools outside of their district.
