The average GPA at UT Austin is 3.68
The average ACT score at UT Austin is 29
The average GPA at Texas A&M is 3.64
The average ACT score at Texas A&M is 27
So with those being average of course someone with a 3.5 and a 27 can get in to both schools.

If he’s a Texas resident he’s probably correct. Texas has a rule where the top 7.5% of public school graduates in Texas are guaranteed admission into any/all Texas public colleges.
My brother has similar grades but goes to a very competitive high school. He’s not top 7.5%. He will likely go to a feeder juco and transfer.
After all the top 7.5% applicants are admitted, very few get in. You have to have a stellar resume.
