Steele just copy pasted some other political hit piece that's made its way around DC, traveled around a bit to create a cover story for his bullshite report, wrote some shite down (some of it he admits came from CNN comments sections and satire sites), then submitted it. This is the most likely explanation for the report, which has been absolutely obliterated by actual facts.
