Why does Louisiana want to have so many fricking chocolate cities??

These two goals are not compatible. You either go after the cheapest, or go after minority participation.
Yeah minority offerings may be cheaper but that just ends up being a happy coincidence.

So they paid an additional $1.6M in premiums and they're still under-insured by $500M. Roddrelle gets another commission check and Shreveport is looking down the barrel of severe thunderstorms and tornadoes today. Nice.
