He has thrown 90 pitches and still throwing mid 90s. His stamina isn’t the problem.

This. He is a great CLOSER. Why force him into a role that he isn't a good fit for when he was lights out as a closer?

True, but these days he doesn't have the consistency to be a damn middle reliever. When he was a closer he could at least come and throw strikes.

He doesn't have stamina and now location is a problem, which leads to 70-80 pitches in the 4th with several walks.

He was barely locating pitches in the first inning much less the 4th.

He’s not a starter period. His mechanics are what they are, he has a herky jerky motion that’s more suited to the closer role. Most starters have a much smother easily repeatable motion which allows them more control over longer periods of time. He doesn’t have the temperament of a starter either, coaches are always having to settle him down and reign in his emotion, that’s a closers mentality. Hess is a great pitcher, he could be the best closer in college baseball and we have plenty of starting pitching this season. Take the 3 most consistent starters out of the two freshman, Walker and Hilliard when he returns and make that your weekend rotation. 2 of those guys have already proven they can be very good weekend guys and the freshman are phenomenal. The pen needs help anyway and putting the most dominant closer in the back of it can only help.
