I don't mind it. It alerts drivers behind them to be cautious for reduced speed ahead and allows plenty of time to react.
People pulling off to the emergency lane because of rain is a bigger danger in my opinion.

To alert people coming up behind them when visibility is poor so a semi does not run you off the road.

When I relocated to Louisiana I was caught driving in a big storm and saw a good bit of people doing it, so I assumed it was a thing here.
My wife(no pics) who's from Louisiana recently told me that I was an idiot and I've since stopped doing it.

While I laugh at people who turn on their flashers when it’s raining, they don’t bother me near as much as the idiots who don’t turn on their lights when it’s raining. Those are the true idiots.

We go through this same thread every year. In Louisiana, it is legal to do this. I have read posts about people saying state troopers have said it is illegal. They don’t know the laws then. A few years back when they had a major pileup in New Orleans East on I-10, WWL was interviewing Trooper Madey(ot however her name is spelled). She stated it was illegal. When WWL asked her for the specific statute, she said she would get back with them. When she did get back, she said it was actually legal, but people should just pull over and stop. Wether people like it or not, it is legal in Louisiana. I don’t do it because I can drive safely in the rain. I agree people should pull over and stop if they feel they can’t drive safely.

On the other side of the world, people on a highway will turn on their flashers for a few seconds to let others know they are braking hard.
