Not sure there is room for express lanes, which is sort of a separate freeway within a freeway. It’s common in New Jersey and New York, but they can double the amount of required right of way.

A single (and reversable) express lane or HOV lane between downtown and I-12 would be useful and not require a lot more space. They could eventually extend it down I-12 when they upgrade that in the future. Park and ride buses could use that too.

I would actually update Florida Blvd east of Airline to a freeway with feeder roads, then extend Hooper and S Harrel’s ferry over the Amite River and let Livingston figure out their traffic flow on their side.
