It's not their money to dictate. They raised the money on the behalf of the homeless guy. If I raise money on behalf of St. Jude Hospital, I don't get to tell St. Jude how to spend the money or place stipulations on it because the people donated to St. Jude's. Not me. If I want to dictate terms I need to make a private donation of my own money or inform everyone of those stipulations before they donate and if those stipulations aren't met I then I need to return the money.
They can dictate terms when they give him their own money. Not money donated on his behalf.

He also took donations for the kid shot in OHIO, and never sent them a dime, till they got their lawyer involved and he had some shite excuse

Damn, so once they built the website and had it up and running, they sit back and collect money.
They don't have to worry about providing content, they do not sale anything, they just sit back and a percentage of donated money.

The whole social economy thing has given us a lot of great things. GoFundMe account is NOT one of them. These things are rife with abuse and ownership questions.
I have known several people to set one up. Only once was it for a cause I thought was legit, and I went straight to the person who needed some help, and gave them money directly.
