But I agree.
And as far as the signs are concerned, I wouldn't put one out, but do not mind if my neighbors do. Let them look like psycho helicopter parents all they want. The end goal is admirable IMO.

There used to be this fella that lived on Bonnabel by the interstate. He would spray cars with his water hose as they drove by. Not sure if that helped or not though.

Sidewalks cost about $20/ft. Just have your HOA figure out how many feet they need, divide that amount by 10 years, and vote to increase HOA dues by that amount per year for 10 years to pay for it.

I usually just walk to the edge of the street and check people, and that was before I had a kid. I'll probably become a total dick now. No need to be blasting through any neighborhood.

Define respectfully. Obviously, bikes get the right of way over cars. Cars should not run them over, so kids playing on their bikes should force cars to either slow down or go around them (assuming there is room). Anyone going too fast to adequately avoid bicycles on a 2-lane residential road is probably driving unresponsively.

I basically idle in my neighborhood.
From the entrance of it to my house is about 1 mile. I can take 3 minutes going 20 mph instead of taking 2 minutes going 40 mph.

That's both good and bad. HOA's can be a massive PITA, but they can also be useful for coordinating things like sidewalks. There are a lot of advantages to not having an HOA, but drawbacks as well. I will never make fun of someone for living in a neighborhood without one.

Eh, a face to face with the neighbors is a way more effective idea.
No a-hole driver in the history of a-hole drivers has ever changed their behavior because a sign suggested they should.
Talking to your kids about the road and how fricking dangerous it is (as I'm sure you already have) is really the only thing you can do to combat the problem on your end.
