The fuel would come from ice on the moon. Split it into hydrogen and oxygen to power rockets. I’m not saying it is a cost effective approach because it’s not, but that’s where it would come from I believe. The complexity and weight of everything needed to start a mining operation for it is far more expensive than just launching from earth with extra fuel.

That's the point I was making. We know how expensive it is to build these rockets on earth and how much material and manpower it requires. Imagine the cost to get it all done on the moon (and for little to no real benefit).
