That graph is more likely caused by an antiquated system unable to handle the growth of streaming. IE Comcast is shitty. Systems improved and slow loading calls decreased.
Anyone think ESPN is throttling consumers since WatchESPN was shitty and almost unusable for much of college football season? No.. They're cutting budget and haven't kept up with their WatchESPN improvements and gave the consumer a shitty product.

Wrong. If you'd read my response in the other thread you'd have a better understanding of the history of the internet, it's FCC classifications and how net neutrality has always been in place.

You think a 500% increase in complaint calls related to low bit rate over a 4 month period is because the system was antiquated? Netflix had to pay Comcast more money before they would restore that connection.. and then normal speeds returned to comcast customers.

Comcast did this in 2014 and it was one of the key factors in the net neutrality ruling of 2015. Are you saying "give them another chance" or are you illiterate?

AT&T used to have horrendous service because everyone had an iPhone and their system was overloaded. AT&T improved their systems and along with the iPhone moving to other providers improved AT&T.

but if it doesn't and ISPs abuse consumers.. then what? Deregulation at the local level could fix it but is an unrealistic option. Is there a solution other than state/federal regulation?

Not until today. Do you understand the difference between information service and title II? The internet was originally Title II but reclassified down to information service under Title I of Clinton's 1996 telecommunications act. However ISPs were required to honor the principles of net neutrality as an information service. Until 2014 when Verizon sued the FCC. Then we moved back to title II in 2015. But rules that the ISPs must honor net neutrality have been in place since the dawn of the internet. Until today.
