Technically yes, but tomatoes are fruit and we call them vegetables, so I'll give a hot dog the tomato exemption.

According to these definitions...a hot dog qualifies as a sandwich....I think its something else, Like a Gumbo is not a soup and all Hot dogs are sandwiches but not all sandwiches are hot dogs
I'll add:more generally any dish wherein two or more pieces of bread serve as a container or wrapper for another food type. The sandwich began as a portable finger food
