"Miami Vice" and it isn't even close.
No other show summed up the 80's like "Miami Vice".
Fast cars - check
Drugs - check
Half naked girls - check
Setting the fashion trend - check

The 80's had a shitload of popcorn style action shows.
I did my best to go through every 80's debut to pull out the Top 16 and ranked them 1-16 based on my own criteria: longevity & syndication.
Seeds:
1. Magnum PI
2. MacGyver
3. Miami Vice
4. Star Trek: Next Gen
5. A-Team
6. Knight Rider
7. Airwolf
8. Quantum Leap
9. Greatest American Hero
10. Hunter
11. Simon & Simon
12. Remington Steele
13. The Fall Guy
14. Blue Thunder
15. Riptide
16. China Beach
Round 1 Results:
(1) Magnum PI defeated (16) China Beach 32-2
(2) MacGyver defeated (15) Riptide 33-2
(3) Miami Vice defeated (14) Blue Thunder 30-5
(13) The Fall Guy defeated (4) Star Trek: Next Gen 23-12
(5) A-Team defeated (12) Remington Steele 25-8
(6) Knight Rider defeated (11) Simon & Simon 25-10
(10) Hunter defeated (7) Airwolf 19-15
(8) Quantum Leap defeated (9) Greatest American Hero 27-7
Round 2 Results:
(1) Magnum PI defeated (8) Quantum Leap 24-19
(2) MacGyver defeated (10) Hunter 35-8
(3) Miami Vice defeated (6) Knight Rider 22-21
(5) A-Team defeated (13) The Fall Guy 32-11
Final 4 Results:
(5) A-Team defeated (1) Magnum PI 29-19
(2) MacGyver defeated (3) Miami Vice 27-21
1. One vote per username
2. The Final 4 voting will last through Friday
Championship Matchup:
(5) A-Team defeats (2) MacGyver 18-16
Should we re-run this from 5 years ago with modifications to the seeding? No matter who is seeded, someone will bitch about a TV show too low or not included.

A-Team, of course.
Followed by Dukes of Hazzard and Fall Guy.

I'll go with Magnum PI and Miami Vice over A Team.
Magnum and Vice both had episodes that rivalled movies of the day, and they weren't afraid of pushing the envelope at times; google "Ivan, did you see the sun rise?" and see what pops up.
The A Team was a load of fun, but how many times can you watch 4 men shooting full auto and nobody gets hit?

Since they have all been listed..
Here is one that had potential but, unfortunately the star of the show accidentally died on set.
Cover Up.

Holy shite:
Never heard that, but remember the actor. I loved the show Voyagers when I was 5 or 6.
quote:
During a break between scenes on the set on October 12, 1984, Jon-Erik Hexum became bored with the filming delays. He began playing Russian roulette with what he believed was a harmless .44 Magnum prop gun and jokingly placed it to his temple and pulled the trigger. The shot sent the wadding from the blank cartridge at Hexum's skull, driving a bone fragment the size of a quarter into his brain and causing massive hemorrhaging.
