It may be the federal government's job, but Texas shoulders a substantial amount of that financial burden.

The state’s GOP leadership named border security a high priority this session, largely because of the influx of undocumented immigrants from Central America who came to the Rio Grande Valley last summer. Much of the funding will go toward paying for a 50-hour work week for all DPS troopers, adding 250 additional DPS troopers to the border and keeping the Texas National Guard on the job while those units are trained.

I think Texas stepped up on their own because the federal government wasn't doing enough on their own.

It's really the federal government's job and only the federal government's job.
