As a percentage of general state revenue.. Makes since it would be states that are predominately agriculture.

That's a weird graph. That South Dakota and Montana are so high and North Dakota and Kansas are so low makes me think that there is something going on with the numbers that is not obvious to a first glance. Ditto the difference between Washington and Oregon and Georgia and South Carolina.

There are lots of states with a whole lot of poor trash of all races that are pretty low on that list. Illinois, Virginia, Wisconsin, Michigan, North Dakota, Kansas, and even Washington state have a lot of poor/working class people.
I think we'd need to see more data on what the states' budgets look like inclusive of federal moneys to draw conclusions. Some of those disparities (like Arizona vs. Nevada, Oregon vs. Washington, and South Carolina vs. Tennessee and Georgia) don't make a lot of sense to me. Tennessee, Georgia, and Missouri being so high doesn't make any sense to me at all - those are generally not especially poor places and all three have major metropolitan areas that are serious economic drivers for their regions.

This graph has to be wrong. How can arizona be number 11, but nevada number 47, despite the states being nearly identical in almost every factor?
