Neither are possible. Bomb weights 21,000+ lbs. tomahawk carries 1000 lb payload. "Fighter Jet" isn't carrying that either.
it was dropped off by a C130 in Afghanistan, essentially a cargo transport aircraft. I imagine a B2 would be capable of carrying it though in a country where we don't control the skies.
