The President needs Congressional authorization for military action as required by the Constitution.

Wrong. The President can't declare war without congressional consent. War has not been declared.

Irrelevant. Military action like this has happened without a congressional vote for years. Congress can vote to defund action, but the President does not need their vote to do what he did tonight.
