I didn't read the Step portion of the post. From what I saw, the NWS did a fairly good job on conveying the uncertainty associated with the forecast for the I95 corridor. However, models showed a warm layer above the surface in the final run up to the storm and it was obvious that the risk of sleet and even rain was increasing. Snow totals probably should've been dialed back for areas from DC to Boston. The system produced record breaking snows inland but the risk of heavy snow in the major I95 cities rapidly decreased as the system organized.

You're correct, they could of dialed back totals, but I understand their reasoning in leaving them alone. It frustrates me to see someone who doesn't know anything about weather, like Shep, criticize them for doing what they thought, in their professional opinion, was best.
